Is 15 KB a minimum or a maximum?
Read the wording on your form. "Maximum 15 KB" only sets a ceiling, but a band such as "between X KB and 15 KB" also rejects files that are too small. If your form gives a band, set the target near the top of it.
Should I change the pixel size first?
Yes, if the form gives pixel or centimetre dimensions. Set the maximum dimension first and let the file size follow. A smaller, correctly sized image looks far better than a large image crushed to the same number of kilobytes.
Why is the result JPEG?
JPEG is the format almost every application portal accepts, and it lets the engine trade quality for size in small steps until the file fits the target.
